James Hart is former Commissioner of Police for the City of London, having extensive operational and policy-making experience in British policing. He is co-author of ‘Neighbourhood Policing', which has been nationally accepted as the preferred approach to policing and method of service delivery. He has experience of working in differing police cultures and environments, both in Europe and the United States. He holds a PhD in systems science.
