A law dean for ten years, the author also served as President of the Philippine Association of Law Schools and Chairman of the Board of Trustees of the Pamantasan ng Lungsod ng Maynila. He was the Chief Government Corporate Counsel of former President Gloria Arroyo and Chairman of the Social Security Commission under President Rodrigo Duterte. He was involved in controversial cases like the impeachment of former President Joseph Estrada and a crucial presidential disqualification case in the 2016 elections. His newspaper column ‘Magpayo Nga Kayo', or ‘Brainstorming with the people', was a finalist in the 2004 Catholic Mass Media Awards (often referred to locally as CMMA).
